In 1893 it was a year of public calamity for the region of the Austro-Ecuadorian, mainly in what is now the Canton Biblián; This was due to repeated and devastating frosts that destroyed all crops.
The inhabitants looked up at the sky to implore the Divine mercy before such a painful circumstance. It was thus that on January 20, 1894 the inhabitants of Biblián in fervent procession by footpaths rough carried this image and placed it in a small grotto in the rock of Mount Zhalao.
The Majestic sanctuary of the Virgen del Rocío, was characterized as a religious tradition that arose there by 1893. At that time Biblián lived difficult times because of the severe drought that ended with animals and fields. Therefore, Fr. Daniel Muñoz, pastor of that time, began to pray and on Saturday, January 20, 1894, with a group of people ascended to the mountain of Zhalao and placed the image of a tiny virgin that kept from his time as a seminarian.
